Bathrooms tend to be decorated by whoever installed them. You inherit the tile, the tile decides the colour scheme, and the only thing you actually get to pick is the mat and the towels. Why the border does more than decorate
A patterned edge hides the two things that make a bath mat look old. The first is edge wear — the perimeter is where a mat gets kicked, caught under a door and dragged, and on a plain mat that fraying is the first thing you notice. A dense floral border disguises it for far longer. The second is the tideline. Water wicks outward and leaves a faint mark at the boundary between wet and dry; on a plain pale mat that ring is obvious, and on a bordered one it simply isn't visible.
Underneath the pattern it's still doing the ordinary job properly. An absorbent pile takes water down off the surface instead of letting it spread, and the depth is what keeps that going between washes. The one thing to protect is the backing: heat is what kills grip, so keep it out of a hot dryer and it will hold for years rather than months.
