Am I supposed to iron the crinkle out?
No — the crinkle is the finish, not creasing. Pressing it flat is the one thing that will make this blanket look worse, and it doesn't fully come back.

Why the crinkle changes how it feels, not just how it looks
A crinkle finish means the cloth isn't lying flat against itself. That puckered surface holds tiny air gaps between the fabric and your skin, which is why a crinkled cotton throw feels light and airy rather than clammy — it doesn't sit on you like a sheet. It's the same reason a seersucker shirt is comfortable in heat.
It also makes the blanket essentially unwrinkleable, which is the practical part. Flat cotton comes out of a wash needing to be folded carefully or ironed; this comes out, gets shaken, and is finished. And the tassels are the warp threads knotted off at the ends rather than a trim sewn on, so the finish is holding the weave closed as well as looking like something someone made.
