Cotton shrinks — how do I stop the size I chose becoming a smaller one?

Cotton shrinks from heat, not from water. A cold wash and a low dry keeps the dimensions you paid for. A hot cycle followed by a hot tumble is what turns a 47"×79" into something that no longer covers your feet.
